A new pair of climate literacy certificate bills in Hawaii

Kauai, Hawaii.

Hawaii's Senate Bill 2473 and the identical House Bill 1925 would, if enacted, require the state department of education to "establish a climate literacy certificate program to prepare high school students in addressing the economic and social impacts of climate change."

The department would establish program requirements and approved courses for the certificate, which would include the completion of at least two courses with climate literacy standards and an experiential learning project. A so far unspecified amount would be appropriated to fund the climate literacy certificate program.

Senate Bill 2473 was introduced by Mike Gabbard (D-District 21) and two of his colleagues in the Senate; House Bill 1925 was introduced by Amy Perruso (D-District 46) and 16 of her colleagues in the House. They are substantially identical to House Bill 99, introduced in January 2025 but not yet heard in committee.
