Hawaii's House Bill 1925 passed the House of Representatives on March 6, 2026, and was transmitted to the Senate.
As introduced, the bill would, if enacted, have required the state department of education to "establish a climate literacy certificate program to prepare high school students in addressing the economic and social impacts of climate change." As revised by the House Education Committee, however, the bill would only authorize the department to establish such a program.
The department would be allowed to establish program requirements and approved courses for the certificate, which would include the completion of at least two courses with climate literacy standards and an experiential learning project. A so far unspecified amount would be appropriated to fund the climate literacy certificate program.
House Bill 1925 is now with the Senate, where Senate Bill 2473, identical to House Bill 1925 as introduced, is pending in committee.
