A second climate literacy certificate bill in Hawaii

Kauai, Hawaii.

Hawaii's Senate Bill 2473 would, if enacted, require the state department of education to "establish a climate literacy certificate program to prepare high school students in addressing the economic and social impacts of climate change."

The department would establish program requirements and approved courses for the certificate, which would include the completion of at least two courses with climate literacy standards and an experiential learning project. A so far unspecified amount would be appropriated to fund the climate literacy certificate program.

The bill was Introduced by Mike Gabbard (D-District 21) and two of his colleagues in the Senate on January 22, 2026. It is substantially identical to House Bill 99, introduced in January 2025 but not yet heard in committee.
